Operation Laser Strike was a counter narcotics operation headed up by Southern Command in Panama. Commanded by Major Bob Cole and Master Sergeant Chris Diggons, units from 2d Marine Division (2d SRIG & 7th Comm Bn.) and 2d Marine Aircraft Wing (MACG-28, MACS-6, MWCS-28, 2d LAAD, MASS-2, & MTACS-28) were ordered to Pacullpa, Peru in April, 1996. The GO/NO GO games lasted until August before we finally went. We headed to Howard AFB in Panama to stage out of (directly attached to the Air Force’s 612th Tactical Aircraft Group) and flew to Peru in a combination of Air Force, Air Force Reserve, Air National Guard, and Southern Air Transport (?) C-130s during the first week. Once we got there we all got busy setting up equipment and building fighting positions. We were assisted by host nation air control liaison and our security was augmented by Peruvian Air Force (FAP), all under the command of Comandante Oviedo. Our mission was to integrate into an air, land, and sea radar surveillance command and control system to identify airborne narco traffickers.

BIO: Kevin Day is a retired U.S. Navy Senior Chief Operations Specialist who specialized in radar systems. He is a TOPGUN air intercept controller with more than 20 years experience in strike group air defense including war-time operations. In November of 2004, off the coast of San Diego, Kevin was a radar operator on the USS Princeton, part of the USS Nimitz Carrier Strike Group. Over several days unknown objects were observed on radar. On several occasions, aircraft were directed to find the objects. The pilots reported seeing 40 foot-long Tic Tac shaped objects that performed remarkable maneuvers beyond the capability of our aircraft. This incident was made famous in a New York Times article in December 2017 in which it was also revealed the Pentagon had a secretive UFO investigation program.

BIO: Robert Powell is a founding Board member of the Scientific Coalition for UAP Studies (SCU), a 300-member organization with the mission of bringing science to the investigation of UFOs. He was the Director of Research at MUFON from 2007-2017 and created MUFON’s Science Review Board in 2012. Robert is one of two authors of the detailed radar/witness report on the “Stephenville Lights” as well as the SCU report “UAP: 2013 Aguadilla, Puerto Rico”. He is also the primary author on the recently published paper, “A Forensic Analysis of Navy Carrier Strike Group Eleven’s Encounter with an Anomalous Aerial Vehicle” and a secondary author of a paper published in the journal Entropy entitled, “Estimating Flight Characteristics of Anomalous Unidentified Aerial Vehicles.” Robert is a member of the Society for Scientific Exploration, the UFODATA project, and the National Space Society. Robert has just released a new book in April 2024: UFOs: A Scientist Explains What We Know (And Don’t Know). He is also a co-author of a book published in July 2012: UFOs and Government: A Historical Inquiry and is an author of a book designed for children published in Nov. 2020 entitled, The Truth About UFOs: A Scientific Perspective.
Robert has a BS in Chemistry and is a former collegiate debater. He has 28 years of experience in engineering management in the semiconductor industry. He helped Advanced Micro Devices develop its first flash memory technology that is used in today’s flash cards for cameras, PCs, video cameras, and other products. His experience includes managing a state-of-the-art chemistry laboratory and managing a Research and Development group that worked on nanotechnology using atomic force microscopes, near-field optical microscopy, and other techniques. Robert is also a co-holder of four patents related to nanotechnology. Robert currently resides in Austin, Texas.
BIO : Christopher Loric is a retired United States Navy, CDR, with two tours in Iraq during a military career that spanned 28 years. He is also a science-fiction military writer who has penned his debut novel, SESG Explorer. BIO: Emily Louise is an independent documentary filmmaker and researcher currently based in the UK. She most recently worked as a consulting producer on the HBO/Elara Pictures docuseries Love Has Won : The Cult of Mother God. She makes documentaries on the YouTube channel Weird Reads with Emily Louise where she has amassed almost 40k subscribers and over 1.2 million views.
Her current projects include an ongoing documentary series on disinformation in the world of UFOlogy which includes interviews with prominent researchers and personalities within the strange world of UFOs.
Her main area of interest is the convergence of new age spirituality and fascism, as well as the history of new age cults in general. BIO: Jann Halexander, born on 13 September 1982 in Libreville, is a major figure in the French-speaking world. He celebrated twenty years in the music business on 30 March 2023 in a Paris venue. His songs include C’était à Port-Gentil, Le poisson dans mon assiette and Rester par habitude, as well as several novels, including La Bête Immonde and Nuit à Hogsback. A former geography student with a major in regional planning, he is the author of a dissertation entitled Effets de l’apartheid sur l’aménagement d’une ville moyenne sud-africaine durant la période 1948-1991 (Effects of apartheid on the planning of a medium-sized South African town during the period 1948-1991), submitted in 2004 to the geography department of the University of Angers. Through his writings, whatever their nature, Jann Halexander regularly explores themes that go against the grain.
BIO: From 1980 to 2018, Mr. Lough (pronounced Low) specialized in local government law. He has served as the City Attorney for the Cities of Hermosa Beach, Fresno (in-house 1991-1995), Sanger, Lemon Grove, Imperial Beach, and Solana Beach. Mr. Lough has also served as the County Counsel to the County Humboldt (in-house 1989-1991). As County Counsel, he supervised the County’s civil legal staff and represented the Board of Supervisors, County Departments, Special Districts and the Grand Jury. In 2001, Mr. Lough joined a firm in El Cajon, California, where he served as City Attorney for Lemon Grove, Imperial Beach, and Solana Beach. He handled general municipal issues, stormwater, labor and environmental issues and represented various cities in writ
proceedings and appellate work. He later joined a firm in Escondido, California in 2010 as Of Counsel. Mr. Lough represented the City of Lemon Grove as City Attorney, and has served as Special Counsel for a variety of entities including Carlsbad, Chula Vista, El Centro, Fresno, Oceanside, San Marcos, San Diego and Vista. He successfully represented City of Vista before the California Supreme Court on the issue of whether Charter Cities are subject to state legislative control in the expenditure of locally-generated tax revenues. Throughout his practice, Mr. Lough has advised local governments on elections, open meeting laws, public records, personnel, labor negotiations, public contracting and other general services. In litigation, he has represented local governments in Prop 218 fee cases, environmental quality
matters, construction claims, Public Records Act and gift of public fund claims and election challenges. For private clients, he has handled election matters, civil rights, non-profit corporate governance issues, public pension matters, and campaign disclosure compliance issues. Most of his final decade of practice focused on advising local governments in high profile personnel and contentious governance issues. He also served as an expert witness on land use and open meeting laws in matters before trial courts. Mr. Lough has published numerous articles for various legal publications, including the Duquesne Law Review, California Public Law Journal and Western Cities Magazine. He is also a co-editor of the 2001 edition of the Municipal Law Handbook and editor of the Proposition 209 Implementation Guide, both published by the League of California Cities. Since retiring, he has written the UFO Briefing Book: A Congressional Guide to the UAP Phenomenon and Threat to the Body Politic: Foo Fighters to UAP. From 2018 to 2020, Lough was a part-time lecturer at the San Diego State University School of Public Affairs. He taught a graduate course, Decision Making in Urban Communities. The course used crisis points to illustrate how decisions are recommended, adopted and implemented. He used hypothetical examples addressing high profile issues, such as climate change, homelessness and police officer involved shootings. Mr. Lough attended California State University (Fullerton), where he earned a degree in Political Science. In 1979, he earned his Juris Doctor degree from Southwestern University School of Law in Los Angeles. At Southwestern, he was a Member of the Law Review and a Moot Court team member in the U.S. State Department’s Phillip Jessup International Law competition (National Semifinalist). In 1980, he received his LL.M (Master of Laws) in Urban Studies from Washington University School of Law in St. Louis, Missouri. He currently lives Ramona, California with his wife and mother.
